Law Enforcement Officers Defense; cites as "Law Enforcement Fair Defense Act"; redefines term "officer" for purposes of payment of costs & attorney's fees in certain actions commenced against officer; revises circumstances under which employing agency of officer has option of paying legal costs & attorney's fees in action arising out of officer's official duties; provides for jurisdiction re legal costs & attorney's fees, etc. Amends 111.065.
