Safe Staffing for Quality Care Act; provides short title & legislative findings; defines terms; prescribes facility staffing standards re nurse-to-patient ratios, staffing plans, & minimum skill mix; allows implementation of higher staffing levels; provides recordkeeping requirements; prohibits mandatory overtime & excessive duty hours; allows voluntary overtime work; provides statement of employee rights; provides for AHCA to ensure compliance with act & to adopt rules, etc.
