Child Care; revises inservice training requirements for child care personnel; requires training in early literacy & language development; provides grounds for injunctive relief against family day care homes or large family child care homes; requires annual training & annual health & safety home inspection self-evaluation by family day care home operators; requires CFS Dept. to adopt rules, etc. Amends 402.305,.312,.313,.3131.
