Dependent Children/Psychotropic Med.; defines term "child resource record"; specifies conditions under which CFS Dept. may consent to dispensing psychotropic medication to child in its legal custody prior to court order; provides for prior review of child's medical history & evidence demonstrating that treatment is appropriate for child's condition; provides exception to limitations on dispensing of said medications, etc. Amends 39.01,.0015,.205,.302,.828,.407, 419.001, 743.0645.
