Unpaid Taxes/Sale of Certificates; prohibits electronic sales of certain tax certificates for unpaid taxes; authorizes county tax collectors to conduct sales of tax certificates for unpaid taxes by electronic means; specifies compliance requirements; requires public access; authorizes tax collector to receive electronic deposits & payments. Amends 197.432.
