Pari-mutuel Wagering/Thoroughbreds; repeals provisions that require thoroughbred horse permit to be voided & to escheat to state for failure of permitholder to operate performances; revises provisions governing application & issuance of certain thoroughbred horse permits; provides for penalties for failure to operate full schedule of performances by permitholders; provides procedures for electing not to operate live performances, etc. Repeals 550.09515(3); amends 550.5251.
