Citizens' Right to Honest Government; creates "Citizens' Right to Honest Government Act"; provides criminal penalties for official misconduct, criminal misuse of official position, disclosure or use of confidential criminal justice information, & bid tampering; provides status of confidential informants & confidential sources; provides criminal penalty for perjury in official proceeding by public servant, etc. Amends FS.
