License Plate/Sea Turtle/Fees; revises use of annual use fees from sale of Sea Turtle license plates; repeals provision which provides for Fish & Wildlife Conservation Commission to provide grants to conduct marine turtle research, conservation, & education activities. Amends 320.08058; repeals 370.12(1)(h). APPROPRIATION: $350,000.
