Public Records/Utility Customer/ID; provides exemption from public records requirements for specified personal identifying information re utility customer held by utility owned or operated by agency; provides that exemption does not apply to public officer or member of governing board of water management district; provides exception to exemption pursuant to court order & under direct supervision of custodian of record or his or her designee, etc. Amends 119.07.
