Direct-support Organizations; provides for said organizations for benefit of CFS Dept.; provides for administration of funds; provides for incorporation of organization & appointment of board; requires funds to be used for enhancement of department programs & projects; authorizes designation of employees to solicit funds; provides for said organizations for benefit of Elderly Affairs Dept., etc. Creates 20.193, 430.065; amends 20.19,.41.
