Elderly Services; removes Director of Office of Long-Term-Care Policy from office's advisory council; authorizes direct payment to vendor or prepayment of travel expenses for Elderly Affairs Dept. volunteers; amends provision re community care for elderly to provide guidelines for determining priority of recipients of services; repeals provision re Office of State Long-Term Care Ombudsman Program. Amends 430.041,.07,.205.
