Civil Rights Restoration/Prisoners; requires that DOC notify offender, before discharge from supervision, of procedures by which offender may apply for restoration of civil rights; requires that DOC assist offender in completing forms required for restoration of civil rights; requires dept. to include in its release-orientation program instruction in procedures for applying for restoration of civil rights, etc. Amends 940.061, 944.293,.605,.705.
