Water & Wastewater System/Rates; authorizes Fla. Public Service Commission to approve rates allowing utilities to recover full costs of alternative water supply facilities; increases limitation on gross annual revenues under which water or wastewater utility may qualify to obtain staff assistance from said commission in changing rates & charges. Amends 367.081,.0814.
