Fla. Hurricane Catastrophe Fund; constitutional amendment to limit purposes for which fund's assets may be used; requires annual $10 million appropriation in General Appropriations Act for hurricane loss mitigation programs; requires any additional appropriation from fund for such programs to be subject to extraordinary vote of Legislature in separate bill or bills, etc. Amends s. 22, Art. X.
