Homestead Exemption/Elderly; constitutional amendment to provide that county, by ordinance, may, in manner provided by general law, prohibit increase in assessed value of homestead property located in that county which is owned by person who has attained age sixty-five & whose household income, as defined by general law, does not exceed twenty thousand dollars per year, as adjusted in accordance with general law. Amends s. 4, Art. VII.
