Highway Safety; requires hearing for specified violations of traffic control signal devices resulting in crash; provides penalties for certain traffic infractions requiring mandatory hearing; provides additional criteria for distributions of certain civil penalties by county courts; requires driver improvement course for second violation of specified provisions within specified time period, etc. Amends 316.075, 318.14,.18,.19,.21, 322.0261,.27.
