Sub. Abuse Treatment/Intervention; provides additional legislative findings & purposes re treatment of substance abuse; authorizes court to order specified persons to submit to substance abuse assessment upon showing of good cause in connection with shelter hearing or petition for dependency; revises legislative intent re treatment-based drug court programs to reflect participation by community support agencies, DOE, & other individuals, etc. Amends FS.
