Documentary Excise Tax; eliminates distributions to various trust funds of proceeds of excise tax on documents; redirects tax proceeds to General Revenue Fund; amends provisions re various trust funds, to conform; revises use of tax proceeds to support Fla. Affordale Housing Guarantee Program; provides for construction of act in pari materia with laws enacted during 2003 Regular Session of Legislature, etc. Amends Chs. 161, 201, 259, 369, 370, 375, 420.
