Education; provides exception to public-records exemption; includes employees of state universities in definition for purposes of pretax benefits program; provides for superintendent's annual performance salary incentive to be added to adjusted salary rate; redesignates developmental research school as lab school; provides that nonresident student fees must be sufficient to defray costs of undergraduate education, etc. Amends FS.
