Driver's Licenses & Safety Belt Law; provides for driver's license reinstatement; provides that requirement for fullface photograph or digital image on identification card may not be waived under specified provision; revises provisions re subsequent testing of driving knowledge & skills; deletes requirement for enforcement of Fla. Safety Belt Law as secondary action; provides popular name of "Dori Slosberg Safety Belt Law", etc. Amends Ch. 322, 318.15, 316.614.
