Medical Malpractice; revises requirements for setoffs against damages in medical malpractice actions if there is written release or covenant not to sue; provides that creation of Fla. Center for Excellence in Health Care is contingent on enactment of public-records exemption; authorizes access to electronic medical records & other data maintained by center; requires AHCA to review complaints submitted if defendant is hospital, etc. Amends FS. APPROPRIATION: $3,744,674.
