Centers of Excellence; provides for terms of members appointed to Emerging Technology Commission; provides for filling any vacancy that occurs during term of member of commission; delays expiration of Florida Technology Development Act; requires Florida Research Consortium, Inc., to report to Emerging Technology Commission within specified timeframe re criteria for reviewing proposals for center of excellence, etc. Amends 1004.225. APPROPRIATION: $100,050,000.
