DUI/Boating/Alcohol & Drugs; provides that any person operating motor vehicle or vessel within state who refuses to submit to breath, urine, or blood test upon request of law enforcement officer commits misdemeanor of first degree; deletes provisions that limit imposition of penalty to second or subsequent refusal to submit to such test. Amends 316.1932,.1939, 327.352,.359.
