School Boards/School Drug Testing; authorizes district school board programs & policies to require drug testing of middle & high school students in certain circumstances; prohibits district school boards from using instructional funds to pay for testing; prohibits district school boards from excluding students from extracurricular activities based on inability to pay for testing; authorizes State Board of Education to adopt rules. Amends 1001.43.
