Postsecondary Student Fees/Migrants; provides that dependent children of active duty members of U.S. Armed Services are classified as residents for tuition purposes; exemption from payment of nonresident tuition & out-of-state fees for certain dependent children of migrant farmworkers who meet specified requirements. Amends 1009.21.
