Florida Clean Elections Act; creates said act; provides eligibility requirements for clean-money campaign funding for candidates for statewide or legislative office; provides transitional requirements for current election cycle; directs Secretary of State to create nonpartisan Voter Information Commission & provides its duties; requires publicly funded television & radio stations to provide free coverage of debates for specified elections, etc. Amends FS.
