Executive Branch of Government; revises requirements for internal structure of specified agencies; provides for deputy secretaries & assistant secretaries within CFS Dept.; specifies duties of assistant secretaries; provides for service areas of dept. to be organized into zones & districts rather than service districts; requires secretary of dept. to appoint zone director for each zone; specifies duties of zone directors, etc. Amends 20.04,.19.
