Stolen Property/Owner I.D.; creates inference that dealer in used property knew or should have known that he or she possessed stolen property if it is proved that dealer possessed stolen property upon which name & phone number are conspicuously displayed; provides that dealer avoids inference by meeting specified requirements for verifying that property was not stolen; provides exceptions to application of act, etc. Amends 812.022.
