Neighborhood Crime Watch Programs; authorizes county sheriff or municipal police department to establish neighborhood crime watch programs; provides for residents & business owners located within county or municipality to participate in program; prohibits harassment of participant of said program under certain circumstances; provides penalties; defines term "harass".
