Career Education; allows charter technical career center sponsors to submit full-time enrollment membership data as defined in charter agreement; provides for career education certification on high school diploma; allows incentive funding to school districts for students receiving certifications; redesignates adult technical education programs as workforce education programs, etc. Amends FS.
