GENERAL BILL by Saunders

Ethics; provides that gifts are valued at fair market value for reporting purposes; authorizes Attorney General to collect fees & costs associated with collecting civil & restitution penalties imposed for ethics violations; clarifies time limitations for complaints alleging ethics violation; authorizes Commission on Ethics to initiate investigations under certain circumstances, etc. Amends 112.3148,.317,.321,.3231,.324.
