Renewable Energy; provides legislative findings; requires public utilities, municipal utilities, & rural electric cooperatives to offer purchase contract to producers of renewable energy; provides requirements for such contracts; provides for cost recovery; deletes permit requirement for waste-to-energy facility; encourages specified applicants for landfill permit to consider construction of such facility. Creates 366.91; amends 403.7061.
