Apportionment Standards; constitutional amendment to require, as additional standards in apportionment of legislative & congressional districts, that districts be compact &, where practicable, utilize existing political & geographical boundaries; preserve communities of interest, where practicable, & not be drawn to favor incumbent, political party, or any other person. Creates s. 20, Art. III.
