Lifeline Telecommunications Service; directs local exchange telecommunications companies to notify company customers of Lifeline service & eligibility criteria for Lifeline participation; requires company to send brochures, pamphlets, or other materials to customers at least once each year in customer's monthly billing envelope. Amends 364.10.
