Thoroughbred Horse Race Permitholder; limits amount thoroughbred permitholder that receives simulcast horserace from out-of-state track may pay out-of-state track from pari-mutuel pool; requires that all Florida thoroughbred permitholders that are eligible to receive out-of-state signal must have opportunity to receive such signal under same terms & conditions before any thoroughbred permitholder may receive signal. Amends 550.6305.
