Water & Wastewater Utilities; revises provisions for separate legal entity to acquire, own, construct, improve, operate, & manage or finance certain public facilities; requires certain notice to host government by separate legal entity that seeks to acquire any utility; provides for host government to adopt resolution to accept or reject proposal or to become member of separate legal entity, etc. Amends 163.01, 367.145; creates 367.0813.
