Absentee Ballots; revises Voter's Certificate & instructions to absent electors to remove requirement of attesting witness; removes requirement of signature of attesting witness for absentee ballot to be considered legal; revises Voter's Certificate & instructions for special absentee ballots for certain first-time voters to remove requirement of attesting witness, etc. Amends 101.64,.65,.68,.6921,.6923,.6952.
