Agency Inspectors General/Duties; provides that agency inspectors general rather than state agencies shall have certain powers & perform certain functions & duties relative to specified investigations; provides that procedures other than subpoenas shall be used by agency inspectors general to obtain documents & information from state agencies; revises provisions re designation of employee to receive specified information under Whistle-blower's act, etc. Amends 20.055, 112.3189.
