Constitutional Amendments; requires Secretary of State to submit certain proposed constitutional amendments to Financial Impact Estimating Conference; requires Attorney General to immediately petition Supreme Court for review of certain financial impact statements; requires said conference to produce financial information statement & summary; prescribes placement of financial impact statement on ballot, etc. Amends FS.
