Civil Penalties/Court Costs; imposes additional court costs for certain infractions; provides limitation; provides for use of proceeds from such court costs; requires clerk of court to collect & distribute such additional court costs; authorizes funding for certain civil traffic infraction hearing officer programs. Amends 318.18,.21.
