Certificates of Need; exempts certain health-care-related projects involving percutaneous coronary intervention from certificate of need review; provides requirements by which certain hospitals may obtain exemption; requires agency to adopt rules to develop licensing standards for cardiology services & burn units; requires certain providers to comply with such rules, etc. Amends 408.036,.0361.
