Self-pay Patients; requires hospitals to develop & make available payment allowance program for certain patients; provides program guidelines & requirements; provides exclusions; provides definition of patients qualified for such program; provides exceptions; prohibits hospitals from pursuing certain civil remedies against such patients. Amends 395.301.
