Health Care Initiatives; authorizes DOH to issue chiropractic medicine faculty certificate for certain faculty who have accepted appointment at publicly funded state university or college; authorizes chiropractic medicine degree program at FSU; renames Fla. Alzheimer's Center & Research Institute as Johnnie B. Byrd, Sr., Alzheimer's Center & Research Institute; designates Life Sciences Building at FSU as "James E. 'Jim' King, Jr., Building", etc. Amends FS. APPROPRIATION.
