Domestic Security; provides for legislative review of seaports not in substantial compliance with statewide minimum security standards by November 2005; requires Legislature to review certain security costs by specified date; provides for establishment of Fla. Institute for Nuclear Detection & Security within Nuclear & Radiological Engineering Dept. at University of Florida; provides purpose of institute, etc. Amends 311.12; creates 1004.64.
