Nonsettling-manufacturer Cigarettes; imposes fee on certain cigarettes; provides payment requirements; requires registration with Alcoholic Beverages & Tobacco Div. of DBPR of nonsettling manufacturers of cigarettes; provides stamp requirements for cigarettes in transport; authorizes state to claim certain property & materials from certain dealers & retailers who attempt to defraud state; provides additional source of revenue to Tobacco Settlement TF, etc. Amends & Reenacts FS. APPROPRIATION: $2,480,028.
