Environmental Permitting System; names section as "Florida Incentive-based Permitting Act"; provides for Incentive-based Permitting Program; provides compliance incentives for certain environmental permitting activities; provides for administration by DEP; requires DEP to adopt certain rules; specifies application of said program provisions; revises criteria for department permit issuance to conform, etc. Creates 403.0874; amends 403.087, 373.413, 161.041.
