Medication/Administering to Children; specifies that parent's refusal to administer psychotropic medication to child shall not constitute grounds for CFS Dept. to take child into custody; provides that it is unlawful for certain child care facility personnel to administer medication to child without written authorization; requires district school board policies to prohibit personnel from recommending use of said medications for students, etc. Amends Chs. 39, 1006; creates 402.3196.
