T. Marshall Univ. Opportunity Act; provides popular name of "Thurgood Marshall University Opportunity Act"; authorizes each university to use race as one of the criteria for admission; deletes restriction that prohibits college of law at Fla. International University & college of law at FAMU from using race as preference in admissions process. Amends 1007.261, 1004.39,.40.
