Water Mgmt. Districts/Boundaries; revises boundaries of Southwest Florida Water Management District & South Florida Water Management District; provides for transfer of land & other incidentals from SWFWMD to South Florida Water Management District; provides that SWFWMD shall take final agency action on permit applications received before July 1, 2004; provides that on or after July 1, 2004, any matters re such permits shall be regulated by SFWMD, etc. Amends 373.069,.0691.
