Seniors' Services; authorizes each county to create independent special district to provide funding for seniors' services; requires approval by majority vote of electors to annually levy ad valorem taxes not to exceed certain maximum; clarifies that county may provide seniors' services or create special district to provide such services by general or special law; authorizes county to create dependent special district to provide certain services for seniors, etc.
